CA is California, FL is Florida, NY is New York and TX is Texas in the USPS addressing table. The postal context settles the expansion.
Ambiguity and review notes
Agent review checks the first three groups mechanically and the fourth against USPS Appendix B. None of the sixteen entries satisfies another of these four declared tests. The TOWER/FLOWER/POWER group uses exact final letters, not a claim that every word has the same linguistic suffix.
