Why the answer fits

Ordinary arithmetic precedence gives 9 × 4 = 36 before the addition; 3 + 36 = 39. Reading the left side strictly left to right would give the wrong value.

3+9*4=39 uses exactly eight symbols and one equals sign. The right side is the number 39; the digit 3 appears on both sides and duplicate-aware colour feedback must account for both occurrences.
